Abstract: There is a lot of danger of abuses in power using, Many reasons lead topower abuses, as the evil parts like selfishness, capriciousness and so on in human nature. Because of the necessary requirement of the social justice and individual psychological emotions, power abuses must get moral punishment except legal and disciplinary sanctions. Moral punishment has the characteristic of wide-spreading, profound, difference and implicating and can be classified to interiorand exterior punishment, such as conscience striking, loneliness caused by removing evil from the society, dread caused by public opinion, tragical feelings ashappiness vanished, power losing crisis, disappointment caused by developing prevention and so on.
