摘要： 我国社保理念偏差表现为社会达尔文主义的隐性导引、目的异化为手段的错误归位及福利污名强色调的无意彰显。在该理念指导下的社保规划将一部分人排除在某些社保模块之外;体现该理念微观层面的某些社保制度虽实现了全民共享性,但不同对象的保障水平和层次却存在着很大差异;具体执行层的社保践履也有一些不完善的地方。
