Abstract: To pursue the public applying of reason is the core principle of modern public life.As the citizens'reason, the public reason applies in public life,to form the basic rules of the public life and the legitimate consensus about social basic structure,in order to improve the public welfare and guard citizen'rights.The public reason operates mainly in two fields:public sphere formed by citizens' participation in civil society,public power organization of political country.Existence and effective operation of the public reason have active value and function to political community's management.

摘要： 追求理性的公共运用是现代公共生活的核心理念。公共理性作为公民所应具有的理性,运作于市民社会中的公共领域以及国家的公共权力机构,意在生成公共生活的基本规则与关于社会基本结构的正当性共识,以促进公益、维护公民之权益。公共理性的存在与有效运作对于一个共同体的政治治理具有积极的价值与功能。
