Abstract: The prosperity of the Public utility all over the world and the fact that the Public utility plays a very important role in the moral reconstruction at present need us analyse the Public utility in Ethics, especially the development courses, the thought veins and the schools of the Public Welfare morals. It is significant for the development of the Public utility and construction of the Ethical system.
