Abstract: Ethical order and justice are the basic issues objectives of administrative ethics,which are the main contents throughout administrative ethics system.However,they are contrary to each other.Administrative subject focuses on order while administrative object inclines to justie.To achieve a benign order,the society should be based on and supported by social justice,which means that the government should not only depends on compulsive system of laws,but offers ethical system of justice.Unjust personal behavior and social behavior will finally produce a weak justice system and lead to a validity crisis of govermental reign.

摘要： 伦理秩序与社会公正作为行政伦理的基本问题与追求的目标,是贯穿于行政伦理体系的重要范畴,但二者又存在着矛盾的关系,行政主体重视秩序,行政客体关注公正,而一个社会良好秩序的实现,总需要社会公正作为它的基础与支撑,这意味着政府只依靠强制性的法律秩序供给是不够的,它还必须提供具有正义的道德秩序供给,如果自身行为不正义又不能制止社会不正义, 就会形成正义的脆弱性局面,从而导致政府统治的合法性危机。
