Abstract: Pubic ethics is the system of norms and rules followed by public management agencies, which must be built up on the rational value's ground, so that it can regulate, guide and standardize public management activities effectively in order to realize the goal of public management. This article holds on the idea that public interest is just the value's ground of public ethics because of being the starting and end point of public ethics system. And so public ethics will be featured with the characteristics of teleology and deontology, then can be put into practice effectively.
