Abstract: citizen conception is a phrase that had changed with history. It's developing with a course, in which it broke away from some limitation and attained some new character. This paper will answer the nuclear question that is what kind of citizen conception do we need? Citizen conception of Socialistic equality based on the equity between rights and obligations is the necessary choice; and it is a kind of rational contract. The development of this citizen conception will be limited by traditional politics, economics, and culture. We must keep a good educational view about citizen, if we want to keep those limitations under the control.
