That means considering the condition of final purpose as the final purpose itself. “Efficiency” and“ Equality” is not a pair of categories seperated from each other. If departing from the equality ,people would have violated their true pursuing.The practice“Prefering to efficiency, then attending to equality”is wrong, because the basis of the theory was built on the surface of life. So the theory is confirmed to be rational only when pursuing the significance of people'living accounting of existence.
