Abstract: What is the relationship of law and morality and where is the dividing line between them? This problem has been concerned and discussed for a long time in western jurisprudence circle. Different answers to this question formed two opposite opinions between natural law school and positive law school. As a founder of new analytical positivism law, H.L.A. Hart did not only insist on the tradition of positivism law, proposing the separation of law and morality, but also admitted the occasional contact between them, putting forward the minimum natural law concept. Studying the reason of Hart's natural law ideas, and making clear the connotation of the minimum natural law will have very important practical significance to our country's "governing the country with law and moral".
