Abstract: Currently in China much of the criticism on the inequality in the distribution of health resources is instrumental in nature.According to this kind of analytical approach,the key issues involved in trying to achieve equality in the distribution of health resources are increase of the total volume,rational and reasonable distribution among the population,and the leading role of and guidance from the government. In this paper,the author first points out the irrelevance of such analytical approach.She then goes on by arguing that the discussion about the equality of resources is actually a lot more complicated than the instrumental analysis.Given that China is a country with limited health resources and drastic geographic differences,she finally concludes that the distributees,i.e.the members of the society,should be granted with more right in the process of decision-making concerning the distribution of such resources.The active involvement of the members of the society is essential to the realization of equality of the resources.
