Abstract: Peace and development have long been common pursuits in human society, but they have been far from realized. Between peace and development should be an equal sign. The condition however, is usually to the contrary. The ethics and morality associated with peace affirms the principle of human existence. Such morality is tolerant of and able to contain various forms of society, varying ideologies, differing cultural customs and values, enabling them to coexist harmoniously. Development, on the other hand, concerns mainly the improvement of people's degree of civilization. And the moral framework associated with social and economic development is likewise tolerant of every country's particular motive and means of pursuing such development. Furthermore, the conditions for development stand in need of the existence of peace. Therefore it is moral and rational to pursue development through peace; otherwise the existing condition is immoral.
