Abstract: Morality of “new citizens” is a capitalist theory. Liang Qichao established the “morality” characteristic of Chinese tradition by combining morality of individualism of Western capitalism and morality of collectivism of Chinese tradition. Although the morality of “new citizens” has somewhat merged into individualism of Western morality, it has surely value orientation different from the Western morality based on individualism. Instead, it attaches great importance to the relationship between humans; the relationship between humans and the society; the relationship between humans and harmony of the state, mainly based on the collectivism of traditional Chinese morality. With all these considered, the morality of “new citizens” by Liang Qichao has universal value of morality.
