Abstract: As my morals are in the course of socially de-construction,morals disciplining by others become the basic way to rebuild the social morals.The existential subject of ethical disciplining by others is the country,and its practical subject is the government.The government should bear the social responsibility of ethical disciplining by others.And to do this,the prerequisite is that the government should become an ethical government and obtain its ethical morals image and guiding strength,which require the government to be founded according to the political principles of general humanity,equality,and justice,and the ethical principle of government's morals priority,and follow the power distribution principle of dispersed,restricted,and balanced power,and the practical principle of great service offered by tiny government strictly.
