彩票公益金价值的正义性分析——兼论教育彩票的必要性

摘要/Abstract

摘要： 本文以彩票公益金为研究对象,分析我国彩票公益金分配和使用方向,对比国际上彩票公益金用途利投资领域,来验证我国彩票公益金的正义性。本文分析发现:各国彩票公益金使川领域集中于具有较强外部正效应的公共设施、环保领域,慈善及福利事业,兼具发展性和公平性的教育事业等,体现了彩票筹集资金的公益性和社会性价值。我国彩票公益金分配一定程度上偏离了正义性目标,可行的修正方式是通过教育彩票加强教育领域的投入,以更好地实现公益金的价值并增强彩票行业发展的基础。

Abstract: This article takes the public lottery fund as the object of study and analyzes the distributing field of public lottery fund in our country. Compared with the lottery revenue used in other countries, this article verifies the justice of lottery fund usage in our country. It has been found out that most lottery funds are invested in courses with positive externality such as infrastructure, environment-protecting, in charity and welfare, and in education projects which redound to both development and equality. This signifies the value of public and sociality. The use of lottery fund in our country partly deviates from the goal of justice and the feasible method to revise is to expand the investment in education through education lottery so that the value of lottery fund can be achieved and the basis of lottery industry can be strengthened.
