Abstract: one of characteristics of administrative responsibility is morality.Ethic factor is a core point in the course of a choice of executive behavior.Administrative ethical dilemmas is a kind of special case which a choice ofexecutive behavior often barges up against. They often appear at one time. Sowhen we refer administrative ethical dilemmas we have to relate to a choice ofexecutive behavior.
