Abstract: The Party Central Committee and the State Council making the decision of building an innovative country, is a major strategic decision. It is a matter of overall socialist modernization. Making China an innovative country, we should emphasize on improving our capacity for independent innovation as a national strategy in all areas of modernization. In it, training qualified personnel is a critical problem. Around the cultivation of innovative personnel, education front should attach great importance to train the innovative awareness and practical ability, actively reform the educational system and improve teaching methods, and vigorously promote quality education starting with the teen-agers. To this end, in order to let moral education lead the cultivation of innovative personnel better, we must fully understand the value of moral education in training innovative personnel, seriously study new issues raised by the cultivation of innovative personnel, and put forward countermeasures.
