Abstract: Justice is the obligatory virtue and the primary value of system. However, there are the dual tendency of the urban and rural ,such as " attaching great importance to the urban、the industrial、the citizens and ignoring the rural、agriculture、farmers " in contemporary China's fiscal investment system, public goods supply system, tax and fee system, labor employment system, they missed the obligatory fair virtue of the socialist economic system and seriously damaged to the equality rights and interests of farmers. We should be adjust the structure of governmental financial support, increase the intensity of support agriculture, propel finance investment fair; abolish dual tax and fee system between urban and rural, equal tax treatment to farmers, promote tax and fee justice; abolish the dual public goods supply system between urban and rural, implement the integration of urban and rural public goods supply; overall plan urban and rural labor market, promote the integration of urban and rural residents' employment rights and interests, by means of these paths to correct, to contribute to promote China's economic system.
